Gender Equality-Based Policies Expand Role Space for Women

The implementation of gender equality-based policies in the government sector has made Kebumen Regency the winner of the 2020 Anugrah Parahita Ekapraya (APE) Award in the Main Category, along with 12 other districts/cities in Central Java.

The Regent of Kebumen, Arif Sugiyanto, stated that the award was an appreciation from the Ministry of Women’s Empowerment and Child Protection of the Republic of Indonesia for efforts to realize gender equality in Kebumen.

Women, said Regent Arif, should be given a wider role in the public sphere, or in various social activities.

“I have also done gender equality at the ASN level. For example, for echelon II appointments there are already five people (women), echelon III for sub-district heads there are also five people (women). Then, there are also three (women) lurahs,” he said.

The government’s efforts to support gender mainstreaming are also manifested in various policies, including Regional Regulation (Perda) Number 1 of 2015 concerning Gender Mainstreaming, Regional Regulation Number 3 of 2013 concerning Child Protection.

“There are also regional regulations on exclusive breastfeeding, regional regulations on disabilities, and smoking-free area regulations. All of this is of course in an effort to support gender equality in Kebumen by protecting women’s rights,” said the regent.

The Regent hopes that the government’s efforts and hard work in supporting gender mainstreaming will continue to be improved. That way, in the future Kebumen can win the Parahita Ekapraya (APE) award for the highest rank, namely Mentor.

Abstract

Indonesia has ratified CEDAW through Law Number 7 of 1984. For 28 years the government has remained committed to eliminating all forms of discrimination against women through various efforts, including promoting, fulfilling and protecting women from all forms of discrimination and violence. Of course, the various challenges in promoting gender equality and justice within the framework of legislation in this country are interesting to look at, at least from three aspects, namely the aspect of how laws are made both substantively and through the process; how the law is enforced, namely by looking at the management support and infrastructure as well as the condition of the legal culture in order to provide a conducive situation in eliminating all forms of discrimination and violence against women.

Reflecting on Gender Equality in Four Countries

The issue of gender equality here needs to be of concern to both the government and society. Protect the right to protection of physical and psychological violence, political rights, and other rights. This issue became the main topic of the discussion ahead of breaking the fast entitled Ngalir Live Talk: Linking Local Struggles & Global Politics of Gender Activism: Sweden, UAE, South Korea and United States which was held by the International Relations Study Program at the Indonesian Islamic University (UII), on Wednesday (20/5) online.

“In South Korea, initially the gender equality movement did not start from gender issues, but issues of nationalism and anti-colonialism,” said Masitoh Nur Rohma S.Hub.Int., M.A starting the discussion. During the Japanese occupation, Masitoh explained that this movement used to discuss common issues such as independence, but women’s issues began to widen and penetrate since 1970 which discussed issues of discrimination, gender, and labor rights. “There is a transformation of the women’s movement,” he said.

On the other hand, Rizki Dian Nursita S.IP., M.H.I said that Sweden is at number four on the world’s gender equality index. “Forty-four percent of women occupy seats in parliament. But not only that, in Sweden housewives are also paid by the government, based on regulations,” explained Rizki.
